I HAVE FIGURED IT OUT! After a long time of combing through my modlist and the error log not being helpful in the slightest, Vanilla Furniture Expanded - Security Module is what's causing issues. I'm guessing that mod alters mortars in some way, but I don't know really how.

I dunno why, but whenever I try to put rocks in the mortar I get a message saying "[pawnname] found no nearby unreserved shells for mortar". I've tried making it so that chunks are the only available "shells", and other shells go in and work fine.
