I don't think there's a solution for Stormfox, sorry.

Just a question, why is it so bright and dark? Would there be a solution to make it more StormFox friendly as I am pretty sure that's why the lighting transitions are acting the way they are,

The only thing I can suggest is trying out this map and seeing how it runs for you.

Yeah... It used to run just fine a while back, but I think that one of the updates to Gmod itself isn't getting along with the maps.

When I tried to load the original V1 i17, I kept getting an error message in the console about optimization or something.

I don't know the particulars of your PC, but if all other i17 versions chugged for you I'm not hopeful for your outcome.
Does even the original i17 chug for you?

Please tell me this version will run nicely, all the other Industrial17s I've tried chugged along at 10FPS at the highest.

No outlands unless you count Shell Beach
As for optimization, I don't know. If you have good frames on the 2017 version of i17, then you should retain those frames.
