So, I just need to thank comunity and modders for keeping this game alive. :)
I would suggest reading the modpack description. It explains why that is the case, as well as details how to choose any other world of your choosing.

Do you mean it gets stuck on downloading the mods? If yes, that is a bug with the game that has been fixed by the community. You can either subscribe to the sub mods and verify game files on steam to force the update or get something called "dll fixes" from the first discord server in the mod description. I'd recommend the latter as it contains many more fixes for notorious issues.
The only thing the modpack does is overriding the crafting recipe, adding bogies after the modpack should overwrite it back.
But i guess i can remove that restriction and make a separate mod that would add it. Should be done now.
Yes, they were disabled to encourage creating own solutions. If you want them back, add the Rail Bogies (and optionally the OP Handcart mod) below the modpack, that will overwrite the recipe back to original.
