Judging by design, I think it would have same negative effect as Brass Beast, I mean slow move speed when deployed.

This weapon looks great! i'm not much a fan of the stripes on it but it's body is great and i love the way it sounds, and that revolving mechanism in the barrel of the gun is a great touch!

I have this as a mod, and so i can honestly say that this is a beautiful weapon ingame. It fits with tf2, i think, and feels as if it belongs. I want this weapon. Hopefully it will be added in a near future update.
