For all those seeing this mod for the first time,and for those complaining,indeed,this mod does not work at all,so instead of complaining about it in the comments,how about linking a mod like this that actually works,or if there literally are no other mods like this,how about trying to make one that actually works?

It is incompatible with so many mods, that it isn't even worth trying.

I found a way to work around the ethics and civics bug. Create an empire with the mod on, save it, turn the mod off, and edit the ethics and civics. I'm not sure if doing this ruins save games or not.

I've found a bug, This mod messes with with Ethics and Civics Classic, it removes some of the ethics and civics.

Works well btw, I put it on the top of my modlist and there isn't any problems.
