No, I don't think so. I think if the suggestion were merged, too much hard to play with xenophile ethic, and the other ethos would have far fewer rebellions (especially with xenophobe ethic).
For instance, as a militarist and spiritualist and egalitarian country, both militarist and spiritualist POPs are counted as POPs that support the country ethos, but materialist POPs are counted as POPs that DO NOT support the country ethos.
How well does the AI handle it? I'm all for having ways to limit my snowballing, but I'd rather not kick the AI in the teeth harder.

Rebellion event will be triggered in MTTH 2 years when the following conditions are met:
1. over 10 years passed in mid game
2. other rebellion is not in progress
3. on a planet, it is not a capital
4. and it's not in the same system as the capital planet
5. and 30% of the pops in the planet do not support country ethos
Like for example how big do you have to be for it to trigger and does it trigger based on if a certain ethic group is disappointed in your government? Do the rebels belong to the disfranchised ethic?
