It's a temporary stun effect, you can still switch items so if you have something like water stone, you can stop taking damage from enviromental effects while downed.

If casting this makes your pc lag, what about the slightly bigger explosives like giga nuke?
Try the tweakeroo mod, reducing the chunk number helps a lot.

for everyone who wants to reduce cooldown:
1. open
~\Steam\steamapps\workshop\content\881100\2276600751\files\actions.lua
2. find line 26
NO_MANA_TIMER = currentTime + 39960
3. Change 39960 at you pleasure. 6660 is about 100 seconds

Recharge timer resets after character polymorphing. So if you have polymorph potion, it allows you repeat explosion infinitely. Alternative spell version fixes this.
