It's a skin. Right click the model's animation set, the change skin option is there.
Of course it's okay, that's what I put it on the Workshop for ;P
Just search for "ehsniperrifle" in the model window.

This is for Source Filmmaker. It wouldn't work in TF2 without changing the Sniper's skeleton and animations, which would be a lot of work.

Right click animation set > set body
I can not remove the wire and the scope.

Sorry for the late reply. If you're trying to decompile the one that cane with SFM, it probably has to do with the missing dx80.vtx file. Try extracting it from the TF2 vpk, they usually decompile okay that way.
