It's kinda weird how we frame these pagan kingdoms as "Grand Duchies" just because the pope didn't recognise them though.

imo it should require you to be of any germanic culture since the kingdom of prussia was a german state. would be weird if a slavic or baltic ruler suddenly creates it because they randomly come to possess both the duchies of masuria and prussia

You know that Prussia hasn't any de-jure liege above it? When you make desiicion and open Empire map you can see an awful white hole on the Prussia's place
