They're bones so you can rotate them with the edit bones tool

Now If only there was a version that gibs when you strike it with a melee attack, then I can recreate that one alarm clock scene from Groundhog Day.

@PapyrusJr any tool that can rotate bones around. I believe there are key frame animation tool add-ons for gmod.
You could select one of the included animations and simply freeze them when they're at the digit you want.

This model wasn't really made for gameplay but more animation.

What tool do I use to change the numbers in Garry's mod itself?

@Chomik To animate this clock, rotate the number you'd like to change 36* to snap to the next digit. These rotations CANT have any keyframes inbetween them though or it wont look good. You could also import one of the defualt count animations and ofset them to the number youd like but thats probably a bit more tedious
