If it is changed to "remove" a hook instead of using it, then a strong hook should also give more opinion than a normal one.
But I'm totally fine with "use_hook".

This doesn't remove strong hooks - it only uses them and puts them on cooldown. Looks like there is a "remove_hook" effect that can be used, I tried a simple substitution and that didn't work. I'll try to play around with the syntax and report back.

Unfortunately, forcing hooks other characters have on the player character is outside of the scope for this mod.
