After an update the other day that happened for me too.
(in case you're curious I am was looking at this mod, haven't tried it yet)
also the ingame planets that existed before the update, has black backgrounds. don't know habitability since my empire was syntetics.

I'm seeing the same thing, but it's fixable. For some reason, it seems to be setting tech/tradition cost to 3x as the default. Change that back to 1x in the initial settings and you should be good.
Tested it extensively, and it is indeed this mod.
