For those that are curious, the mod is still working, 1.7.1, for me, on a heavily modded game no less.

Great mod! Is there a way for you to set this to cost nothing? This would be really helpful in the early game to get the generals up to Rank 6 but the early game economy will be quite bruised using the present tutoring fees (very much like real life! haha)

best mod btw is it save game compatible?
