Might I suggest using the has_met_primitives trigger instead?
Adding that would be a good addition to this. Giving you the choice of either being a benevolently advance them or ruthlessly exploit them.
Maybe even add the nuance that when they try to advance you have 3 options. Either do nothing which means it's possibly successful or could lead to civil war which reduces pops and resources. Regulate and support it which makes them always successfully advance and makes them more likely to try and overthrow you if you stop your support and surpress it which keeps them as they are but is most expensive of all.
