Not sure what country you are in, but almost everything is privately owned and so built by the owner and the owner lives off the income so No Costs to the point you can be broke $0 and still place these for the next two hours and they will keep working at no cost to the player's funding.

what are the costs? does it actually function independently of the player's funding?
