maybe try to re-download the pack, because you are the only one who have an issue with this pack, maybe there was a bug when you download the pack the 1st time.

I cant get the Textures for this pack to work it seems to just be this pack

just for re-texture you don't need any 3d software, but if you would like to make some 3d model or just change some vanilla model you need c4d, blender doesn't work.

Why don't you try it yourself? it's just a re-texture of the basic pleco, you won't need c4d, just a software for the texture, for the rest, example: Data etc ... I advise you, or to anyone who would like to start modding, the TIM TC videos on youtube on the nurse shark.
I advise you to give it a try because making these own mods is quite satisfying. :)
