Pro-tip: you don't ACTUALLY need the last two dependencies. You can lay your own lines when you load the game.

Also, I have had the same problem as OP since I bought the game. I have about three hundred tourists in my city.

I have a problem about the number of tourist. It is quite small compare with population (1-2%). I don't know why. I built many unique building, but it is not improved :(
