You adjust the various sliders and then left click on the ragdoll. You'll need to experiment with the sliders to get an acceptable result, depending on the ragdoll you're using.
There probably is, but I'm not aware of what it would be.

It should be under the 'Posing' category in the spawnmenu under the name 'Auto Speak'
To the best of my knowledge, this is the only addon that makes ragdolls talk.

Try the 'FlexPoser: Real-time face tracking and animation' tool. That should do what you're looking for.

Not that I'm aware of; this is the exact same file that was originally uploaded to the workshop, so as long as it didn't have a backdoor, it shouldn't here.
