Thanks for reporting this. I'll see if it can be fixed, although I don't have any saves late enough into the game to test.. I have to ask first, do you have tribal government?
When using this and reaching the next date (900 AD) or (1050) ETC if you used technology to cheese the previous tier you cannot achieve / reach the next tier when it becomes available. You can max out the next tier using the tool again but it will still be greyed out / not apply to anyone as the culture is now broken.
There are two discover_all_eras does just that... discover_era requires the era id(discover_era culture_era_early_medieval for example)
Like If i use all Tribal as a Scot do i get the Chu-ko-nu innovation as well?

AI shouldn't touch it at all since not only is_ai = no set for showing the decision, ai_will_do is set to 0 as well
