The pre-release look was also very close to the actual final model. You probably wouldn't notice it on first viewing because they're pretty damn similar.

I think it's less lazy & more they may have been focusing on other aspects of the game they wanted to finish.

Game development is hard, there's bound to be cracks or irregularities in lore or other things...

But that's why they have a positive community & mods. Valve worked hard on the few games they made.

This is my thorey but I personaly think the reason that zombine looks like the pre release combine is because, Valve was lazy so they used the OG combine, Or showing us that the zombine is camo padded because it is sniper. I dont know.

If you haven't noticed yet, without this addon the pads on the Zombine are camo while this addon reskins them to have black pads just like the normal soldier.
