A reskin of the original model, yes, but each skin is its own separate model. It will not replace the default Combine Soldier.

Great mod, and I know this is an older addon, but the NPCs seem to die to the smallest amount of damage for me.

man i really would've liked it if in half life 2 they made it so that the combine had different camouflage depending on location it would have made it a little bit more neato

I did something similar with the elites a while back. Have the combine soldier body, some edited texture to make it look like it was from the RTB book, with the elite helmet from MI 1.6, but I never uploaded it onto ModDB or something despite having the chance. Too late now though since that was on my old laptop and the HDD that contained the skin/model shat bricks and died.
