Continuation War, and Winter War when you think about it, would be perfect fit for "border conflict" mechanics that was introduced with Tiger DLC (and then just as swiftly abandoned).
Unfortunately, I hate the changes that Paradox is doing to HOI4 recently. Especially that stupid live service thing they call "war effort" (but it's more like "no effort"). I'm leaving HOI4 for good. There will be no more updates.
So this mod is trying to emulate the intention behind Japanese attack. And also the consequences…

I always hated that US joins war when I attacked Philippines and not Pearl Harbor
I will update version when I get back to my computer - i'm currently away because of covid.
I did give AI priority to take it, but it still costs PP and must have 6 carriers -- and I cannot guarantee anything about AI in this game.
If you want to absolutely make sure, play on historical focus, and then on December 1st 1941 tag over to Japan and make this decision for them.
