This is actually a really nice vehicle.
Granted, it's slow and clunky, but I couldn't do any better with Wiremod myself.
Though the smoke can be helped. Makes me lag when I drive backwards.

Unfreeze it by pressing "R". Should be next to "E". If you're using a British keyboard, I have no clue where "R" is.

W = Forward
S = Backward
A = Turn Left
D = Turn Right
R = Horn
Space Bar = Brake
Shift = Boost

If you do have wiremod installed, then you have to turn the ignition on on the left of the MPH guage with left mouse click when in the left seat. That will power up everything
