Instead of an option to purchase harbors, perhaps there would be a way to make trade routes form city connections? I have no idea how difficult that would be, so purchasing harbors may be a more realistic option.
You can't force Colonies to build Harbors, you have to wait for them to decide to do it. It's a bit of a drag, I may add an additional option to allow you to spend gold to buy Harbors. Alternatively, you can play without Colonies, it's an advanced Game Option.

The Daimyo Icon is credited in the description, and is used within terms of fair use. I haven't stolen anything, and this sycophantic vendetta against me is getting tiring.
I'm not sure why the name I've given my leader is confusing. If you don't like aspect of the text or design, that's certain an opinion you can have, and I'm happy to get feedback, but at least be polite about it. The UI in this improvement is a Shiro, and the word Wajo isn't used anywhere.
Similarly, if you don't like my 3d Leader design, again, you can fuck off unless you can do better. What a rude thing to say.
- just naming the leader Tokugawa is confusing as hell
- the Daimyo is a bad unique with no point of existing in this design, besides: duuuh Samurai

- btw the 3D LS doesnt even look good, if its the armor of Ieyasu, its not
