My main problem with this is the fact that the npcs are errors and it doesn't even say what mod we need to fix this.

everytime i use these as player models, i died instantly (no lua errors or anything, so possibly regarding the ragdolls)

i like this mod but the ragdolls are not very movable mostly stiff can you edit it so they are less stiff

Most of these skins use items from halo 3 marines just reskined black.

I think he may have used the More NPC Weapons addon, which allows NPCs to use pretty much any weapon you have in Garry's Mod. (Note that some of them aren't coded for NPC use, so they can be for pictures, but not combat.)
