it's cheating because you can make yourself literally unkillable and finish quests without actually doing it and winning fights without fighting, mods like the ones you mentioned might make it easier but there is at least some amount of actually playing the game
1) if the creators didn't want players to mod their games they wouldn't have put out a creation kit to make it easier to make mods
2) It's a single player game there is no cheating because there are no rules, there are only limits which are meant to be pushed, hence the release of the creation kit
3) Not all mods do stuff like make items weightless or add shops that sell everything, there are mods that add new, balanced gear and new quests, locations, playerhomes, new enemies etc.
And like i said, you can spawn EVERY ITEM and EVERY SPELL that you cant even obtain in the game. Im proving a simple point here.
You just saved my char from being overencumbrend all the time :D
