This would be roughly in line with the top tier blobbing ideas base nations would have, but still a bit on the powerful side.
Honestly I want Soissons to be a nation with a balanced Idea set. That is my goal, however I'm not too experienced with what is balanced and what isnt. I'll switch out some national ideas and balance the set of ideas some more.

I'll consider the idea of changing the government rank to Duchy/Grand Duchy.
Not quite sure what you're asking here, but if you do conquer the Low Countries Region (which will included be in the upcoming mission tree) then yes, you will have to deal with the dutch revolt, which is tedious and annoying, i will admit that.
And yes, you can join the HRE at the start of the game, you just need 156 relations with Austria.
