I don't think you need a side story. Just name the dragon in a way that it can be perceived as a Skyrim reference and Valve may accept it, considering the Demoman has a ton of Skyrim-referencing gear.

That's very cute and the animation looks good.

A pity about the problems with the importer tool, because I doubt will put a tiny dragon into the game outside of the Halloween stuff. But there were already a lot of flying/floating following pets in the Spooky Crates 2013, so maybe it would have just drowned in the other submissions.
