Getting a full charge bar hasn't been too difficult for me. Mana expenditure hasn't been too big of a deal either (most of my active skills are no higher than Rank 5, so low-ish mana costs). Then again, I haven't done much testing at high levels (highest I've gotten so far is about mid 30s) so I'll have to take a look at rebalancing some stuff when I get there.
Just out of curiousity, what specific stats/skills are you focusing on?
I think the problem is the fact its listed as a buff with a duration of permanent. Most passives do not actually show up on your 'active buff/spell effects'. So everytime you change your equipment, the old, permanent buff stays behind and a new one re-applies, stacking with the old.
Oh, and prehaps it's just a rank or two of the passive (was my case). So GTD, It'd help if you told'em the rank you had the issue with.
I was planning on making something similar but you beat me to it. Kudos!
I'm considering altering the class Charge mechanic to only grant 50% mana reduction and give some minor bonuses to damage, attack speed, cast speed, and move speed to compensate. Alternatively, I could replace the skill with something that hits just as hard but has a cooldown. Any thoughts?
