No, you need the T4 mod too, this is just a small addition to it. You can see the required items on the right.

there's a bug, when you reach level 4 in any settlement the game says it can be upgraded more, even though you can't, happend to me playing as Ivresse

No, but that would be very easy to fix by editing this mod or by making a submod for this submod (it's submods all the way down).

I'm guessing this wouldnt be compatible with garrison mods

If you're playing as Yvresse or Imrik with SoA, you just need this mod

Disregard. The issue was caused by running the Tier 4 Mods by Mazz. Those don't seem to be required when playing Imrik.

Something was broken with the update with this mod. Minor Tier 4 buildings keep wanting to be upgraded.

What exactly makes this mod necessary for T4 minor settlements? The reason I ask is that I have played Imrik without the Sons of Asuryan and was able to build T4 Settlements, using the two usual mods.. Without this mod, I can't if I am running Sons and Mixu's Unlocker.

The other mod doesn’t adress those 2 factions if you use Sons of Asuryan. You can use both at the same time.
