In any case, I recommend you to use "Even Faster Sieges" if you are using it together with the "Growth Buildings Increase Siege Holdout Time" mod
Also, the siege holdout time is the first one, the 7. The second one is always SIEGE_HOLDOUT_TIME+5
Some builidings have some siege holdout times bonus that are invisible to the user. To test if the mod is enabled, I would try to start a Campaign as the Empire and attack Carroburg. It was my test environment.
just tested id and the mod reduces the turns to attrition from 6-4 for towns and 8-6 for provence capitals.
