Secondly, the issue with the offices it probably related to size and level. Try looking at the description of the offices — many will tell you the size and level of the asset (e.g. 3x2 level 2 office, or 2x4 level 3 office).
Try zoning office spaces at these sizes and using the Force Level Up mod and the “make historical” tool when the right building grows.

Also, when I enter to the Style in the styles menu ingame (not in the game, on the main menu) it shows that I have less than a half of the supposed "collection, but I have all the elements of the Workshop's collection.
I don't know if i a m doing something wrong, if the collection is broken, or if the style is broken, or if the two collections are made this way.
The offices are generally quite small - like 2x2.
This is the best way to get the assets (including props) that you need. If you subscribe while in-game it can make the game unstable and crash, and it is slow and doesn't work all the time.
1. You cannot save the collection or style outside of the game you are playing, so it won't work for saving a city, unsubscribing from all of its assets, and subscribing to new assets to create an entirely different style of city.
2. Using a Mod disables Steam achievements.
My work around has just been to use the Collection and let the assets I want grow without making the area a District with the Style. I just delete whatever grows until I get what I want, then make it historical.
Sorry -- Cities Skylines' District Styles function is a little glitchy.
