Or at least only show up when you unlock the prerequisite hat.
I love having hat mods but I kinda hate starting the game and already having like all hats unlocked because I have mod flairs. But other hats from mods actually do have to be unlocked first so I think it should be possible?
The Dweller Hat could have a few possible things. A version that damages nearby enemies a tiny bit. I think it would be something like hitting someone with let's say an umbrella's damage but it being an aura. Pretty much anything in an aura wold work. Even health regen.
And the normal hat could just deal extra damage when on and using any weapon or just be an upgraded version of the regular which shows information on what to do and maybe even shredding it to pieces and finding a living hat that turns into yours with eyes to capture enemies (that last one was obviously a joke).
I love it, this should be in the vanilla game!
That being said ive found a minor issue that some floor panels (like in Hat Kids spaceship) dont activate with the stone statue flair.
I love the Timestop flair.
