Council Guard are notoriously mute, either by some mutation or because they are biologically incapable because of severed tongues, etc. This is so that they are physically incapable of giving any of the Council's secrets to anyone. Not that they would, Council Guard are freakishly loyal, even by non-skaven standards. Some theorize their fear of the Council is so tremendous they would never betray them even to their own death, and that this fear is so intense it is what caused their fur to turn white. Though it is more commonly accepted that Skaven must be born with Albino fur as to be inducted into the Council Guard in the first place.

Given how Unit Rarity works and what you described, I think a compatibility issue could potentially make sense?

It seems unlikely that this mod would have any reason to mess with unit caps, but I suppose its not out of the realm of possibility. This mod is 99.9999% copy/paste of the main_units_tables, and land_units_tables sections in the data file, where most of the units stats and references are kept. Stuff like unit caps wouldn't be kept there as far as I know, but eh, could be. It def. shouldn't mess up scripts.
Running a bucketload of mods so not unlikely there's an incompatibility in there somewhere.
Regardless, many thanks for the various Skaven mods. Running around the Elf-donut in a Skryre campaign right now and making good use of the RoRs and shockvermin.
