Interesting, but if you play against warmongers, they just have to conquer your single city and game is over. I really like the no-settler concept of Venice. Didn't find any mod which picked this idea up.
Let me give a idea to think about:
Pisa was part of a CS-Alliance historically. Why not focusing on this point?
Let Pisa get authority over other CS, like Austria or Venice do, but only as marionetts. No change possible there, but you may get more wealth then others, due to the idea of alliance-members. I have seen this allready done for a african nation, which found new cities as marionetts. When your first city should fall, one of your marionett citys get your new headquarter. You are able to get a unique play-style as it is somehow like One-City-Challenge, but you could use it in competition to large civs by your higher wealth.
