I did find a workaround it for now. It's not perfect, but it works for me:
(make a back-up first!!)
Remove the "foilage.json" file from the following locations:
Scrap Mechanic\Survival\Terrain\Database\AssetSets\Nature
Scrap Mechanic\Data\Terrain\Database\AssetSet
I know, there is a chance it will create errors, but for now it works for me.
Survival\Terrain\Database\AssetSets\Burntforest.json
and remove all entries which do not contain a "col:" attribute.
This mod works for me in the "normal" branch and also in the 0.5.1 BETA test branch. (Survival)
Removing fake burnt items also works in all versions.

Works even in MP - no checksum check. So you can play with other who dont have this mod.
Removing every entry which does not have a "col": attribute does the trick. Clean (ok, no unreal bushes) ember forest!

The two files you want to edit are:
Scrap Mechanic\Data\Terrain\Database\clutter.json
Scrap Mechanic\Survival\Terrain\Database\clutter.json
Open them with notepad and replace all the "wind": true lines with "wind": false. That will remove the sway animation.
Since on low-resource PC, the animation of the movement of the leaves of the trees adds a lot of graphic load to the game

I am doing my own modpack from best mods for survival. I merge mods toghether so they do not conflict. I would like to include your mod . Is it ok? (It will be frre on Steam workshop)

You have to go into the files themselves to put it into the Scrap Mechanic files.
Scrap Mechanic devs haven't properly coded the steam workshop yet.
