So collecions:

go to the normal cities skylines workshop page. Click "browsing", Then select "collections". On the collections page, over the "Friends, all, etc" things, there's a blue button "create collection". It's really not that intuitive to find. On the collections page, upload a picture for it and a description. Go to any asset and in the bar for "favourite, rate", there's "add to collections". Tick the box and do that for every asset you want in it. You can add collections to collections. Also don't forget to publish it. You can see your collections under profile>files I've posted>collections. Click on yours and on the very top there should be a "publish" button, you just click that and you're done.

Idk ho much of this you needed and if you have any questions just ask ^^. There are also tons of tutorials but most make unecessary steps in the eginning that aren't really relevant imo.
