I don't know what version of the tool is on your copy/server, but it should just apply on top of the camo (texture/material) with a "multiply" function typical of garry's mod.
Are you sure your tool isn't also applying a texture on top?

did they change how the color tool works? i cant find out how to use the pack

I could. That means having acces to Adobe Illustrator again, and reinstalling gmod
