I see, so it's all part of that slowing-down plan, ok. Very cool then. I'll try this out sometime!
First of all, why slow down the game?
Have you played Civilization games? I think it is common to have difficulty and game speed options in many strategical games. (I even named most of the game speeds of this mod after Civilization game speeds. :)) At normal speed many things become obsolete too fast, so have not enough time to enjoy using them. Also, slowing down the game makes the player to do more strategic planning (for example, for the next day you have money only for a new highway exit or for a new elementary school, but not for both - you have to choose).
Secondly, how to slow down the game?
Making everything expensive is the most straightforward and simple way (you have to wait more time to pile up money to construct stuff). Other changes are required to balance things out (except slowing time flow - it's basically for visual effect).
When everything is expensive you need more money just to be able to start the game (to construct your first roads, Coal Power plant, Water Pumping etc.).
Slow time flow is very secondary (and even not necessary). Actually slowing time doesn't change the game mechanics at all (it's just visual effect).
The idea of this mod is to make the milestone progress and city growth slower, when everything unlocks more gradually, so that you can enjoy every stage of the city growth deeply.
Of course, this mod is senseless for people who uses mods such as Unlock All or Unlimited Money.
