So, instead of the Holy Empire as a nation, you should make it as a faction, with plenty of puppets.
the HRE was highly fragmented afterall, giving birth to nations such as the Netherlands and whatnot.

Sorry the mod is discontinued, all modders left and we were left with me and my co-modder. We just gave up lost 4-5 devs in two weeks

But you colonize as the major colonial nations, or if you’re a minor nation you go under decisions and choose colonize, then most coastal states in south america and africa are able to be colonized.
