to completelly remove it, yes - just unsubscribe from it either here or in the ingame manager.
Since 4.0 it's a little more difficult for you can't just edit your game files but need to create a local mod containing your changes though.
Soundtrack mod are for some reason more tricky than other. Perhaps it's just their size, perhaps it's the soundtrack itself. I read in the comments of another soundtrack they had to start one random map, close AoE and restart it to kind of 'activate' it. Maybe this was the same thing, it just didn't extract completelly first time, maybe it is another bug.
In case the archive is there (as it should) I would recommend to extract it manually - it's just the safest way to get it working...
Did you wait until the mod was downloaded? You can track that in the steam download tab.
After that the mods archive is just downloaded, it will be extracted at your next game start while the intro is playing. The larger in size the archive is the longer this takes. In case you cancel the intro too early, the extraction will be dropped, resulting in missing data.
To avoid these difficulties you can also extract the mod manually. Go to your AoE\mods folder, there you'll find an extensionless zip archive with the mods name (in case the author didn't rename the mod in steam, which I didn't). Extract this zip archive to your AoE\ folder, overwriting the sound folder.
This deletes all original game files that are modified and resets them to default (in case a mod you still have subscribe changes a file, the mods file will be used/extracted again). This is the normal way to remove a mod. Unsubscribing doens't delete/resets/changes anything.
But AoE uses a lot of additional fils for modd content. And steam isn't able to take care of these additional files. To reset them, you have to delete them manually. So do this before verifying, that way all other fils you might have deleted this ay will be restored.
