I think your interpretation of the history of Genoa is just as good as Firaxis' interpretation of the history of Venezia. It's a "City State" and Liguria/Sardinia is covered by expanding cultural borders on a standard map.
Genoa did settle Sardinia and parts of liguria, so you need some sort of way to implement settling. Maybe do it like india, double unhappiness from cities but improved trade routes for the UA
The true reason of course, why genoa can't settle is because that would make them extremely OP.
But please tell me what you think. It's only how I interpret the history of Genoa and I'm not a historian.
But I'd gladly have some more opinions, how playing Genoa feels.
