Please tweak Neutral Special so Toon Link stays on top of the sand block better

only complain is the FStrong
it feels a bit laggy
maby speed it up just by a bit or add some inbeween frames

So far I find this character really fun to play, though his forward strong could do with a bit more kill power and less startup. apart from that, hes a pretty solid character. also his victory theme is bugged
