- There is overlap, and the AI mod overwrites every behaviour of my mod.

1- The mods from the workshop are saved on C:\Program Files (x86)\Steam\steamapps\workshop\content\281990 . Every folder name it's the workshop ID of the mod, so if you found the problematic mod, by pasting https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=<folder name> into your browser, you will go directly to the page of that mod.
2- The error that throws it's related to the file "99_underground_realms_decisions.txt", so it's fair to assume that the problematic mod touches that file. Using the Windows File search on the workshop folder, or other kind of search (Like the "search on all files" on Notepad++) will help you to find the problematic mod.

So, sorry, but the Holo Teathers logic it's out of the scope of this mod.
If you want a better AI, there is a mod called "Starnet AI" that it's already updated for the current patch. I didn't checked it, but I heard good things of it, and it should be more or less compatible with this mod. You should only remember to put this mod under it in your load order.

If you do that, the AI will use this mod to decide if it shoud negotiate with the crime lords, start an anti-crime campaign, or build a precinct house... however, it will also revert all the changes done by that mod to the precinct house (they will be the vanilla precinct houses).
If you do the opposite (put that mode under my mod), then my mod will do nothing, as AA's Galaxy of Criminals will overwrite every change done by my mod.
It's too bad, because I was absolutely loving this mod and actually being able to play a crime family.
Meanwhile Authoritarian and militarist governments would seem the more likely candidates to crack down hard on crime since their power relies on obedience to authority or being seen as the strongest force in the society.
Just my thoughts.
