Sigh. Wish I knew he wouldn't spawn on his own. Got to read these mod descriptions more accurately aka at all.

If you want to play a game without using this start you need to disable this in the mod menu or else you will never find Beep. Only enable the mod if you want to play as Beep and not find your doppelganger running around.

I can confirm that this mod removes beep as an NPC entirely. Removing the mod and importing with a dead character reset seems to fix.
