Might be a conflict with another mod, or do you have the issue also with only HVC turrets enabled in the mod menu and in a new game?
If you haven't tried, try making a creative game or use dev tools to spawn in HV turrets and normal cannons and compare them then. Or look through turret factories and compare there.

No its defenetly not RNG since I encountered many many more of those weak HV Turrets.
In fact all HV Turrets are with a DPS of 30 or smthg while ALL other Turrets (doesnt matter which type or which mod) has 1k+ DPS.
I think it might occur due to a mod. But that is strange as well, since all other modded turrets do not have any problems at all.
Additionally: I tried to "Fix" this by adding *15 in the dmg calculation in your mod but this didnt work at all, since it multiplied ALL Turret DMG *15 for whatever reason.
As far as I know the mod isn't broken. What I can say tho, is that you do seem to have been struck by terrible RNG. I just did a test game where I spawned in a ton of normal cannons and my own cannons and everything seemed normal to me. Averagely they have about a touch better damage output than normal cannons. But you can also find trash normal cannons, so in the end it's all up to the RNG of the game.
