It's the Black Mesa developers fault for making it require \custom\ folder installation. All the mods do this, I just had to figure this out to modify weapon damage because skill.cfg is useless for your own weapons but the amplification works for enemies in the AI Modifiers section. It was annoying not being able to change the dmg values like you can, conveniently, in Sven-Coop for example. Now I know how to do it for Blue Shift too, I can't wait.
There aren't any plans right now
The files are there. Drive just doesn't show you a preview of them. Clicking the download button on the top right should still download the zip file, which contains the two necessary modifiers.
Neither the Overhauls or BMCE should be affected by the update. None of the updates have touched the maps or NPCs, or if they have, I'm not aware of it. Regardless, you should be able to use them without issue
The voicelines are an issue with the Overhauls and there isn't anything that can be done, afaik
As for the HECU gear, we've already included the helmets and beret, and that's all we planned to include from the mod
What needs updating?
This mod isn't broken as nothing in this mod is affected by the updates
