I'm gonna have to disagree with the "Citadel without wires" idea cuz the wires are like practically the best part of the citadel, and personally my favorite part about the model.

@CTN1488 as said below, the Citadel was dropped in via teleportation, but only in an unfinished state. Spoilers: If you look at some of the drawings on Alyx's whiteboards, you can see that the Citadel was dropped from the sky as a sort of "spear", and then the rest of the citadel was built around that over time.

@Cursed Hawkins, the citadel dark energy reactor is also probably a gyroscopic device to keep it upright.

i presume the way it never sways is something to do with its structure. it doesn't *look* like it would sway in the wind.

Even if they are aliens how in the hell did they manage to build that thing as big as they did without the whole thing getting tossed around by wind.
