My spin is that the world wants my resources, so I sell everything. But, I still adhere to HMC and build everything from what is on map as much as possible. HMC is all about playing it in your own vision using the base rules as much/little as you want. I grab my starting population from the existing population before they all run away. Then I move into the old city and develop it from there, then move out into the mountain valleys to grab resources. The terrain at first glance looks impossible to build anything but even in the small mountain valleys there is room to build what you need to extract the resources. Rebuild/upgrade the old infrastructure as you go.
