Or search where you have to edit/add RequiresXPACK=true to make vanilal mods being seen by Firaxis-made launcher.
Download Xcom2 SDK (do not use WotC SDK for my mods), in it open Tools->Xcom 2 Editor (it take time to open), it should open with Content Browser, in bottom left corner there's folder icon, use it to open KhajitFemaleVoicepackPkg.upk in steamapps\workshop\content\268500\2058570705\Content
Now you can either select all SoundNode Wave files, right click and Bulk Export to Folder, edit them (just remember to not change their format) and then reimport them (import is right next to the folder icon you already used), just remember to change volume option from 0.75 to 1 in the import window OR
you can select all SoundCue, right click on them and change Volume Multiplier option.
After that, Ctrl+S to save the changes.

No promises when I'll finish it (aiming for next weekend, but life, uh, finds a way).
But little chance it will be anytime soon. Especially if that new Xcom Chimera game will turn out to be fun.
I just saw a cosmetic pack was released and figured I'd ask.
Totally understand if not
